Charter Schools 1995: A Survey and Analysis of
the Laws and Practices of the States.
The 30-page bibliography was published in volume 3, number 13 (July
1995) of the journal Educational Policy Analysis Archive, maintained
at the Arizona State University Web pages. The bibliography accompanies
state by state summaries and comparisons across states of charter
schools in a report entitled Charter Schools 1995: A Survey and Analysis
of the Laws and Practices of the States. The report is the result
of a group project undertaken by Tom Mauks-Pugh's course in Policy
and Politics in American Education at Dartmouth College during the
spring of 1995.
Charter School Laws: Do they Measure Up?
This report, from the American Federation of Teachers
Charter Schools Research Project, briefly outlines the perspectives
which both advocate and oppose charter schools. The concise report
goes on to evaluate charter legislation from 25 states with respect
to AFT criteria intended to produce quality schools and models for
the public education system. Finally, the site provides the results

This excellent summary of the charter schools movement examines the history and growing popularity of charter schools. It presents an overview of states where the movement has most taken hold, and concludes with an examination of the progress charter schools have made and the challenges they face.
Charter Schools in Action: Project Final Report
This lengthy report, prepared by the Hudson Institute, presents an
executive summary in 6 parts, followed by the survey instruments used
for students, teachers, and parents. The sections address such issues
as life cycles of charter schools, related policies, educational impacts,
accountability, and implications of charter schools.
The Charter School Roadmap
This publication was commissioned by the National Institute on Educational Governance, Finance,
Policymaking, and Management in 1998. From the preface: "This publication was written to address the emerging policy issues related to charter school reform in our nation. Because the approach to establishing charter schools can vary so widely from state to state, the Institute commissioned the Education Commission of the States and the National Conference of State Legislatures to create a document that legislators and policymakers can use. This is not a history of charter schools. It's not quite a "How To" manual. Rather, it's a survey - a mapping, if you will - of the charter school landscape. It's intended to guide policymakers through areas they need to examine in their initial consideration of charter schools or their reevaluation of existing charter school legislation."

Pioneer Institute for Public Policy Research: Massachusetts
Since its inception in 1993, the Center's mission has been to energize
"the charter school movement in Massachusetts by identifying,
recruiting, and assisting potential charter school founders, briefing
legislators and regulators on policy issues, and introducing interested
businesses and charitable foundations to this new model of public

The State of Charter Schools 2000: Fourth-Year Report
This comprehensive report from the Department of Education is the outcome of a "4-year research program to document and analyze the charter school movement." The About This Report page outlines the study's focus and methodology: "The findings presented in this Report rely on four waves of telephone surveys to all cooperating charter schools that were open between the 1995-96 and 1998-99 school years, visits to 91 field sites across the country, and extensive analysis of state charter laws."
U.S. Charter Schools
The U.S. Department of Education, in collaboration with the Policy
Support & Studies Program at WestEd and the California State University
(CSU) Institute for Education Reform, Charter Schools Project, has
created a comprehensive site that supports the sharing of information
among charter school operators. The site includes: technical assistance
for the development and operation of a charter school, school information
exchange, directory of web resources and links, and a special search
engine that searches other related charter school web sites.
