The sole discussion topic at the July AC meeting was the Urbana campus compliance with the Clery Act—the requirements for Library staff who have been identified as Campus Security Authorities (CSAs), and implications for Library public service interactions with patrons. The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act is a federal mandate requiring all institutions of higher education that participate in the federal student financial aid program to disclose information about crime on their campuses and in the surrounding communities. Within the past two years the Urbana campus has broadened its identification of and training for CSAs on campus. CSAs, once identified and trained, are required to report Clery Act-qualifying crimes which occurred on campus, in public areas bordering campus and in certain non-campus buildings owned or leased by the university. Crimes that must be reported by CSAs include hate crimes, violent crimes, motor vehicle theft and burglary, and violence against women. Over 170 Library permanent staff and faculty have been identified as CSAs and have completed Clery Act training in 2016. CSAs can file reports on crimes they either witness or that are disclosed to them using a number of channels using an anonymous campus web form.
The AC conversation focused on identifying questions about how Library public service staff, particularly those involved in confidential reference and circulation transactions with patrons, should communicate with a patron once a patron discloses an incident that requires the CSA to report the incident to the campus. The AC recommended that the AULs and Greg Knott meet with the campus lead for the Clery Act campus compliance program to resolve questions about Clery Act reporting and patron interaction confidentiality.
