"Drawing on extensive field research and a database of regional, political and economic indicators, presents a comparison of Russia's 1996-1997 and 2000-2001 'oblast' and 'kray' elections. Quantitative analyses illustrate differences across the two cycles of elections regarding the relationship between incumbent success and various economic development indicators, referendum voting effects, and other factors.
