Center for Research Libraries Catalogs 
A deep, rich collection of materials available to scholars at member libraries (we are one) that includes U.S. ethnic newspapers, dissertations from outside the U.S. and Canada, Southeast Asian government documents, and much, much more.  The collection is located on the campus of the University of Chicago.

Digital Library for International Research 
Combined holdings of 19 libraries from the Council of American Overseas Research Council that includes links to an online catalog, e-books, photo archives, map collections, and more.  Although you will not be able to request directly from this catalog, you may be able to identify materials for interlibrary loan that cannot be found elsewhere.
