The following booklet provides an overview of some types of emergencies that we might face at the University Library. It is not a comprehensive handbook; however, it is designed to assist you as an employee in understanding what to expect and how to respond initially. In any situation, the most important things to remember are that there is no substitute for remaining calm and using good common sense.
Booklet pages are formatted using Adobe Acrobat:
The Disaster and Emergency Response Manual's purpose is (a) to supplement the Library's Employee Emergency Procedures (EEP!), (b) to protect people in disasters and emergencies, and (c) to guide in the salvage of damaged collection materials. The University of Illinois at Urbana-Champaign's collections and facilities are two of the institution's largest capital investments, and prompt and appropriate responses will help preserve these long-term investments.
In any emergency or disaster, the safety and well-being of people is the primary concern at all times. Library faculty and staff are responsible for sounding alarms, evacuating patrons and colleagues, and assisting in the treatment of injured people before salvage efforts begin. However, personal safety is also an issue. According to law, no employee of this Library is required to endanger their own life in providing assistance to others. With that in mind, it is important that all individuals employ good judgment in all situations.
In order to maximize the value of this document, it is critical that each employee of the Library is familiar with its contents. Therefore, it is the responsibility of the unit head to ensure that (a) all faculty, academic professionals, staff, graduate assistants, and student employees in their units are familiar with the contents, (b) that all blank, library-specific spaces are completed, and (c) that all updated information in inserted in manuals when provided. A list of such information follows this introduction and the subsequent overview.
This section includes an emergency notification list and the Library's phone tree. This section will be updated annually to ensure accuracy.
Part II: Introductory MaterialThis section includes information about this manual, areas requiring local information, and updating information.
Part III: Disaster Preparedness and EmergenciesThis section includes information on disasters and emergencies in libraries - problems to look out for, how to respond, types of disasters and when they are likely to occur, and prevention and preparedness checklists.
Part IV: Salvage, Recovery, and Post-Recovery Procedures for Large-Scale EmergenciesThis section contains a Disaster Contingency Plan, an action plan to be set in motion in the event of a major emergency or catastrophe that threatens Libraries' personnel, services, collections and facilities. The disaster plan outlines administrative responsibilities during the emergency and its aftermath. Personal safety is the primary consideration in confronting any emergency and in all efforts to salvage the collections from damage.
It includes individual responsibilities and actions, recovery methodology, sources for supplies, and emergency purchasing and insurance claims procedures.
Part V: Emergency Supplies and ServicesThis section contains information on locations and suppliers of emergency response supplies and services.
Part VI: Personal SafetyThis section contains information on personal safety issues.
Part VII: Appendices: Prevention and PreparednessThis section contains such diverse items as Library Incident Report Forms, training materials, floor plans, policies, etc.... Much of this information will be updated annually.
