Billington <\/strong> , one of the country&#8217;s foremost scholars and experts on Russia,was sworn in as librarian of Congress in 1987. An author and historian, Dr. Billington came to the Library of Congress from the directorship of the Woodrow Wilson International Center for Scholars in Washington, DC.<\/p>\n<p>Dr. Billington is the author of <em> Russia Transformed: Breakthrough to Hope <\/em> (1992). He has accompanied several congressional delegations as well as a library and a church delegation to the former Soviet Union.<\/p>\n<p>In June 1988, he accompanied President and Mrs. Reagan to the Soviet Summit in Moscow. In 1993,he joined a bipartisan delegation of the U.S. House leadership on a trip to Ukraine and Russia.<\/p>\n<\/div><\/div><\/div>\n","protected":false},"excerpt":{"rendered":"<p>James H.
