Vacancy: Angela Thomas resigned her position as Assistant IRRC Librarian to take on a part time position in the Education Department, specifically for the Council on Teacher Education. Executive Committee MinutesPresent: Paula Kaufman, Margaret Chaplan, Tina Chrzastowski, Tim Cole, Marty Friedman, Bill Maher, Mary Stuart, Leslie Troutman, Mitzi Williams
I. Approval of the Past Meeting Minutes
The minutes of the November 8, 1999, meeting were approved as revised.
II. New Business
1. Untenured Faculty Support -- Paula Kaufman
Paula Kaufman announced that increased travel support will be made available for untenured
faculty. The Library will provide a total of $700 to junior faculty members,
available beginning this year.
2. Appointment of Alvan Bregman -- Paula Kaufman
Alvan Bregman has been appointed Rare Books and Special Collections Librarian
and Assistant Professor of Library Administration beginning November 29, 1999. He
will be located in the Rare Book and Special Collections Library. Al Dries will
report to Bart Clark, who will supervise Personnel. Bob Burger will be responsible
for staff training and development.
3. Spousal hire for Geology Department -- Paula Kaufman
The Geology Department is seeking a scholar of emerging reputation for a position in their department and has asked the Library to consider a spousal hire. The EC recommended that the potential candidate be considered and that the procedure include a review of possible positions, a discussion with unit heads and/or division coordinators who may eventually supervise the spousal hire, the acquisition of a vita and references for the potential hire, and a full interview. This recommended process is moving forward.
4. CPAC
Paula Kaufman met with CPAC last week. Retrospective conversion and cataloging were two of the topics at the meeting. It was recommended that CPAC review previous reports on the structure of cataloging and processing at UIUC and bring forward recommendations about possible changes.
5. Swanlund Chairs
Nominations for Swanlund Chairs are being accepted until December 1. Nominees may be from either UIUC or from outside the University, the latter being an excellent way to attract new faculty. If a name comes forward, Paula will e-mail EC. Time is short this year, but nominations will be considered next year in ample time to meet the deadline.
EC also discussed nominating someone for the Center for Advanced Study as well as an Honorary Degree. More information will be sought on the procedures for these nominations.
6. Discussion of Administrative Council Retreat -- Paula Kaufman and Tina
Chrzastowski
Tina reported that the retreat was a great way to get a good perspective on AC's mission and role. AC discussed how they have not kept ownership of some things and want to regain ownership. Other issues discussed were the status of non-faculty committees, collecting data, and deciding the role of the Administrative Council and Division Coordinators. They agreed upon a subcommittee, chaired by Bob Burger, to draft an administrative model for the Faculty to consider. The committee's draft is due by 12/31/99.
At the retreat, some basic agreements were formed: (1) AC should accept more responsibility and accountability; (2) the Library should be recognized as a whole as well as individual parts, and (3) current divisional structures are working, but may need "tweaking."
III. Old Business
1. Task Force on User Education Charge -- Margaret Chaplan and Mitzi Williams
The revised charge as presented by Margaret Chaplan and Mitzi Williams was unanimously adopted.
2. Promotion and Tenure Requirements
The revisions to the Promotion and Tenure document, as presented at the recent faculty
meeting, were discussed. It was decided that the Promotion and Tenure
Advisory Committee should seek faculty input to the document through written amendments,
followed by a written ballot. It was further recommended that this
process take place over at least two of the upcoming faculty meetings.
The meeting was adjourned at 340 p.m.

Electronic Information Resources Committee Meeting Minutes
December 2, 1999

1. The EIRC approved adding links to the following databases on the Gateway:
CRIS - the U.S. Department of Agriculture's (USDA) documentation and reporting system for ongoing and recently completed research projects in agriculture, food and nutrition, and forestry. (under Life Sciences article databases)
FAOSTAT multilingual databases currently containing over 1 million time-series records covering international statistics in the areas of food, agriculture and population. (under Life Sciences and Business article databases)
Index to American Periodicals of the 1700s and 1800s (under Multi-Subject and Humanities article databases)
II. Networking
International Medieval Bibliographies B. Swann will give CD-ROM to J. Weible for networking.
AGRIS a multilingual international bibliographic database covering all aspects of agriculture. EIRC approved networking of current stand-alone CD-ROM with one simultaneous user.
III. Discussion of Priorities
P. Watson handed out a list of Potential Commitments against Fund 2001. The EIRC will establish Guiding Principles for the purchase and cancellation of databases. EIRC will post policy guidelines on the web page for requesting trials and funding of databases. P. Watson will distribute copies of the detailed 2001 budget printout report for committee members. P. Watson and L. German will begin to identify duplicate subscriptions. A. Trehub will draft Guiding Principles for the EIRC to review.
A "Newspaper Access Task Group" has been formed and will have its first meeting December 14th. P. Watson will give a report at the next EIRC meeting.
IV. Announcements
1. New FirstSearch Implementation
FirstSearch is extending their cutover date for New FirstSearch until January 31, 2000. GeoBase is now linked to New FirstSearch because that is the only place it is up to date. We will wait until the later cutover date and improved system performance to move to New FirstSearch for other databases. Philosophers Index has been ordered and will be available soon.
G. Youngen has been able to add physics journals to the new electronic journals list format very efficiently. He reported that he has had only a few minor glitches in entering the data. These have been addressed by systems.
