Minutes of the Library Staff Steering Committee Meeting
October, 27, 1999

 I.  Minutes of the October 13, 1999 meeting were revised and approved.

II.  Reports

    A.  Admin. Council - see LON for detailed minutes.

- Sara Randall forwarded a letter regarding a review of DRA.  A committee has   been formed to determine whether to remain with DRA Classic, up-grade to DRA Taos, or switch to another system completely.

- ARL does have training programs for faculty.

- some discussion/planning for the up-coming Admin Council retreat at Allerton.

     B.  Faculty meeting - meeting was held in Illini Union, and was well attended. Refreshments were provided.  A quorum was present.

- main topic of discussion was faculty recruitment.

- there was a gift to the University Archives of the papers of James "Scotty" Reston.  There will be an exhibition/ presentation commemorating this event.

- a draft document for new guidelines for promotion and tenure was distributed.             
- the Library book sale was announced

    C.   Library reconfig. - nothing new to report.

     D.  Strategic Planning Committee - Gil Witte will present a report at the next meeting as the first SPC meeting was to immediately follow the LSSC meeting.

     E.  Divisional meetings - P. Kaufman has been visiting divisional meetings.

     A.  Due to the Thanksgiving holiday, the November 24 LSSC meeting was cancelled.

     B.  Al Dries spoke to the Committee about opening vacant positions, the interview process, and appointments; lateral transfers; work-study students; and the learner program.  A detailed report will be sent out later.

Position Available:  February 1, 2000.  A full time academic tenure-track appointment.

Duties and Responsibilities:  In this entry level position, the incumbent will become familiar with all aspects of the increasingly integrated technical services tasks performed in the Slavic and East European Library in a PC/Windows environment.   In acquisitions, this includes responsibilities for exchanges, collection development and assessment, serials and monographic orders, approval plans, and on-line processing, including serials check-in, claiming, and invoice processing, preservation, liaison with other subject bibliographers (particularly in the humanities and social sciences), statistical and other database management activities, and report generation.   Cataloging tasks include on-line original, adaptive, and OCLC copy cataloging of monographs, serials, microforms, electronic resources, authority work, etc.  The incumbent will actively participate in the integrating of processing routines through the writing of macros and the use of other electronic tools and resources.  After a period of training, the incumbent will be given explicit responsibility for specific areas in acquisitions and cataloging.

Department:  The Slavic and East European Library is one of the Library’s six area studies units.  The staff consists of 4.5 FTE professional librarians, 8.5 FTE support staff, and student workers.  The Slavic and East European Collection contains over 650,000 volumes and 92,000 volumes in microform.  It is the largest Slavic and East European collection west of Washington, D.C., and the third largest such collection in the country.  Through its various services, the Slavic and East European Library has an international reputation as one of the best centers outside Eastern Europe and Eurasia for doing research in Slavic and East European Studies.   One of the unique features of the Slavic and East European Library is that all three functional units (Reference, Cataloging and Acquisitions) are located in the same room.

Qualifications: Required:  an MLS degree from an ALA accredited institution, or its equivalent; excellent knowledge of Russian; working knowledge of a second Slavic language; excellent English-language communication skills; ability to meet research and other requirements for permanent tenure

Preferred:  experience with a variety of electronic information tools and resources, e.g., Microsoft Office, vendor supplied acquisition systems, on-line library catalogs, an automated integrated library management system, a bibliographic utility (OCLC or RLIN), and interest in creating macros in applications such as OCLC CatMe and Smartterm.

Desired:  experience or courses in cataloging, technical services, or collection development.

Salary and Title:  Minimum annual salary of $33,000.  A full-time 12 month tenure-track appointment as Slavic and East European Technical Services Librarian.

Terms of Appointment:  Twelve month appointment.  Twenty-four days vacation per year; 11 paid holidays; 12 days annual sick leave (cumulative) plus additional 13 days (non-cumulative) per year if necessary; health insurance, requiring a small co-payment, is provided to employees (coverage for dependents may be purchased); participation in the State Universities Retirement System, which includes several private options, is compulsory upon appointment (8% of staff member's salary is withheld and is refundable upon termination); newly hired university employees are covered by the Medicare portion of Social Security and are subject to its deduction.
