UGL REFERENCE COORDINATOR

David Ward has been appointed UGL Reference Coordinator and Assistant Professor of Library Administration.   David received his M.S. in Library Information Science from the University of Illinois in 1998.  David comes to the UIUC Library after working as a Reference/Instruction Librarian at the University of Nevada-Las Vegas.

Please join me in welcoming David to the UGL staff.

SUE SEARING APPOINTED

Sue Searing has been appointed Library and Information Science Librarian and Associate Professor of Library Administration.  Sue has been Acting LIS Librarian since fall 1997.  Prior to that, she was Associate Director of Public Services at the University of 

 

Wisconsin-Madison, General Library System.  Also, she had responsibilities for overseeing the office of the Women's Studies Librarian, a statewide information service.  Prior to her time at UW, Sue served as the Principal Reference Librarian at Yale's Sterling Memorial Library.  Sue has a B.A. degree from the State University of New York at Binghamton and the M.S. in Library Science from the University of Michigan.

Since Sue's appointment as Acting LIS Librarian, she has undertaken several projects, including developing electronic reserves for distance learners.  Her previous simultaneous appointment related to user services demonstrated her commitment to addressing the needs of Library users.  We are delighted that she will continue her fine work as the LIS Librarian at the UIUC Library.

ADMINISTRATIVE COUNCIL MINUTES
Meeting of Friday, September 17, 1999

In attendance:  Alvan Bregman, Bill Brockman, Bob Burger, Tina Chrzastowski, Bart Clark, Alan Conrad, Barbara Henigman, Deloris Holiman, Janis Johnston, Barbara Jones, Lyn Jones, Paula Kaufman (chair), Jo Kibbee, Nancy O’Brien, Sara Randall, Diane Schmidt, Karen Schmidt, Susan Schnuer, Paula Watson, Joyce Wright.

1. Review purpose of group, discuss processes and working relationships

Paula Kaufman discussed the need for the group to define various aspects of its procedures and role.

It was agreed that an Agenda Committee would be formed, initially to consist of Paula Kaufman, Tina Chrzastowski and Barbara Henigman.  Members should forward suggestions for the agenda to any member of the Agenda Committee, rather than wait for a call for agenda items.

Minutes of the meeting have traditionally been the revolving responsibility of members.  This led to a certain inconsistency in their completeness and timeliness.   Secretarial staff will henceforth be present to take minutes, which will be accessible from the Library’s website.

It was agreed that Paula Kaufman should personally chair Administrative Council.   The question of whether or not proxies should attend will be considered at a future meeting.

After some discussion of the role of the AC, it was decided that a retreat on this subject would be scheduled within the next two months.

2. Strategic Plan:  Next Steps

Bob Burger circulated a two-page document entitled "Strategic Plan".   This seeks to outline steps needed to be taken and identifies groups or individuals who should be responsible for taking the needed steps.  In particular, Bob pointed to the need for a list of items relevant to the current fiscal year.  He noted that the Library still needs to clarify its immediate priorities, if possible linking them to divisional annual reports, the User Survey and the Staffing Survey.  The most recent version of the Strategic Plan is dated 2/3/99 and its URL will be provided to Administrative Council.  Finally, the future role—if any—of the Strategic Planning Committee needs to be defined.

Bart Clark noted that the University’s budget process requires the Library to make its next submission by mid-January.  This submission should be informed by the Strategic Plan.

3. Chancellor’s Senior Survey

On Thursday, September 9, Paula Kaufman sent out an email about the fairly negative responses to the Library-related question in the most recent Chancellor’s survey of graduating seniors.  Paula will ask for the Library to have input on the form of such questions in future surveys.  It was noted that there were also positive references to the Library in the responses to some general questions.

Suggestions for future questions mainly revolved around the topic of library and bibliographic instruction, though it was pointed out that there were other very important components of the Library’s mission that could be focused on, e.g., the Library’s physical environment, the role of the undergraduate compared to the departmental libraries, the provision of service and access.

Paula noted that she was meeting individually with all deans and seeking their input.   She also wanted to set up a Student Advisory Committee, which Administrative Council agreed she should do.

4. IDAL

Paula Watson said she would speak about the Illinois Digital Academic Library at the Faculty Meeting.

5. Ideas

[A]  Paula Kaufman suggested that faculty needed to keep up-to-date on such issues as technology, information policy, copyright and other matters appearing in the library literature.  One way to do this was to send out regular reading packages and route them through the divisions.  There was some concern as to the potential efficacy of this proposal, which was compared to the LIS Library’s SDI service.

It was decided that those who wish to receive reading packages should contact Paula.

[B]  Paula Kaufman suggested the need for better recognition of staff and faculty achievements.  Such programs had been considered controversial in the past.  After some discussion, interested members were invited to prepare proposals on how best to implement a recognition program, particularly for staff.  This item will be on the agenda of the Administrative Council’s next meeting.

6.  Updates and Announcements

[A]  Deloris Holiman circulated the following documents:  "UIUC Library Financial Report Summary June 30, 1999, (100%) State and ICR Accounts", "Detailed Service Expenses for FY 1999", "Library Financial Report (State and ICR) Summary July 1, 1998 – June 30, 1999 (Final)" and "Library Financial Report (State and ICR) Summary July 1, 1999."  Division Coordinators were also given copies of their divisional budget summaries.

[B]  Nancy O’Brien announced that Madhavarao Balachandran will be retiring at the end of September.  She praised Bali for his outstanding service to the Library.

[C]  Barbara Henigman gave a report on developments in Technical Services.   This featured information on integrating the Marking Unit into the process teams, facilitated by the development of a label macro. An "Error Survey" will be sent out in October.  It is time for the Gap Shelf List to be removed from the Web.   Anyone who feels that the GSL is still useful was asked to email Barbara.  The Latin American Blanket Order (LABO) backlog was being reduced with the use of an in-process macro based on that used in the Slavic Library.  The potential for eliminating other accumulated backlogs was discussed.

Barbara agreed to send out a message over LibNews about the label macro.

[D]  Lyn Jones announced that the Foundation Annual Meeting would be held September 23 through 25.  This would include a reception at the Rare Book Room on Friday, September 23, for which volunteers were needed to assist visitors between 3:00 and 3:30 p.m.  Those interested should contact Lyn

7.  Next Meeting

The next meeting of Administrative Council will be held Monday, October 4, 1999, from 2:00-3:30 p.m., in Room 428.

Coordinator, Mortenson Center for International Library Programs

Position Available:  Following completion of search.   An academic professional position, 100% time, one year, with possibility of renewal the second year, depending on funding and mutual agreement between the appointee and the University Library.

Responsibilities:  Under direction from the Director and Assistant Director and working closely with the other Coordinator and the Center Secretary, the Coordinator oversees aspects of the Mortenson Center's activities.  

The Mortenson Center for International Library Programs is a unit of the University of Illinois Library at Urbana-Champaign.  The Center was established to foster international tolerance and peace by strengthening ties among the world's libraries and librarians.  The Center pursues this goal by means of international exchange programs, the Mortenson Distinguished Lecture Series, and other activities.

Responsibilities:  Oversees the Center's public relations and communication activities, including arrangements for the annual Mortenson Distinguished lecture, maintenance of the Center's Web page, occasional displays at conferences, and related activities.  Handles outreach to other units of the Library, to the campus, and to external organizations in the state, nation, and internationally.  Handles correspondence with people inquiring about the Center's programs and other correspondence regarding Center activities.  Keeps the Center's statistics and prepares reports as needed.  Maintains the Center's documentation (taxes and other paperwork).   Manages scheduling of visitors and associated paperwork (visas, arrivals and departures, etc.); will be asked to drive a vehicle for Mortenson Center activities.

Department:  The C. Walter and Gerda B. Mortenson Center for International Library Programs, funded by a gift from the Mortensons and established in 1991, builds on the activities of the Mortenson Professorship for International Library Programs (also a gift from the Mortensons).  These include the Mortenson Fellows program, bringing librarians from various countries to our Library and sending our own librarians to institutions in other countries for the purpose of enhancing and stimulating international library cooperation as a means of promoting world peace; library orientation and bibliographic instruction programs (non-credit) for international students and faculty on this campus; library-based programs to aid scholars, developed in conjunction with area studies centers and other campus units; and programs to focus on international activities in libraries, such as working conferences addressing critical problems in some area of international librarianship. We anticipate that other programs and projects will be proposed and implemented in the course of time.

Qualifications Required:   B.A. degree.  At least two years of previous work experience; publicity and promotional experience preferred.  Excellent writing and oral communication skills; submit writing sample with application. Excellent interpersonal skills.  Demonstrated interest in international affairs.  Native English language.  Desirable Knowledge of a foreign language.

Salary and Appointment:  Salary range $25,000 to $30,000, depending on qualification and experience.

Appointment as Coordinator, Mortenson Center, an academic professional 12 month appointment, with possibility of renewal the second year.

Terms of Appointment:  Twenty-four work days vacation per year; 11 paid holidays per year; 25 days annual sick leave 12 days are accruable from year to year with the remaining 13 days being non-accruable; health insurance, requiring a small co-payment, is provided to employees (coverage for dependents may be purchased); participation in the State Universities Retirement System is compulsory upon appointment (8% of member's salary is withheld and is refundable upon termination); newly hired university employees are covered by the Medicare portion of Social Security, and are subject to its deduction.
