Smoking Policy

As of May 11 (see separate libnews/LON posting), the campus has established a new smoking policy.  Some specific changes are:  (1) Smoking in offices is not allowed under any circumstances; (2) The smoking lounge on the fourth floor Main Library may no longer be used as a smoking lounge; (3) Smoking in all library vehicles is not permitted.

To allow accommodation to these changes, the Library will not implement the policies until June 1.

Clarification of what is meant by smoking adjacent to buildings has yet to be resolved by the campus.  However, as a common courtesy, smoking in entryways to buildings should be avoided.

The following policy became effective April 1, 1999.  Please bring this policy to the attention of your staff.  This policy covers all facilities including smoking lounges.

UIUC SMOKING POLICY

Smoking of any material is prohibited in all facilities of the UIUC campus, including campus-owned or leased vehicles, with the exception of designated smoking permitted overnight guest rooms.

The University of Illinois at Urbana-Champaign desires to achieve a smoke-free public environment.  Therefore, smoking of any material is prohibited in all facilities of the UIUC campus, including campus-owned or leased vehicles, with the exception of designated smoking permitted overnight guest rooms.  Achieving this goal will require the willingness, understanding, and patience of all members of the campus community working together. 

AS A GENERAL RULE, PREFERENTIAL CONSIDERATION SHALL BE GIVEN TO NONSMOKERS WHENEVER IT IS CLEAR THAT THEY ARE BEING EXPOSED INVOLUNTARILY TO SMOKE.

GUIDELINES

The following guidelines, which will be reviewed and updated from time to time, are designed to achieve the goal of a smoke-free public environment:

* SMOKING IS DEFINED AS THE BURNING OF TOBACCO OR ANY OTHER MATERIAL IN ANY TYPE OF SMOKING EQUIPMENT INCLUDING, BUT NOT RESTRICTED TO, CIGARETTES, CIGARS, OR PIPES;

* SMOKING IS PROHIBITED INDOORS IN ALL UNIVERSITY FACILITIES AT ALL LOCATIONS, INCLUDING CAMPUS-OWNED OR LEASED VEHICLES, WITH THE EXCEPTION OF DESIGNATED SMOKING PERMITTED OVERNIGHT GUEST ROOMS;

* SMOKING IS ALSO PROHIBITED OUTDOORS IMMEDIATELY ADJACENT TO ENTRANCES AND EXITS OF BUILDINGS AND IN AREAS SURROUNDING FRESH AIR INTAKES OF BUILDINGS EXCEPT AT A REASONABLE DISTANCE OR UNLESS OTHERWISE DESIGNATED;

* IN THE EVENT OF A CONFLICT BETWEEN A NON-SMOKER AND SMOKER, THE RIGHTS OF THE NON-SMOKER TO PROTECT HIS/HER HEALTH SHALL PREVAIL OVER THE RIGHTS OF THE SMOKER.

IMPLEMENTATION

Unit heads, or their designees, are responsible for insuring that this policy is implemented in the campus facilities under their jurisdiction by:

* Assuring that the policy is communicated to everyone within their jurisdiction and to all new staff members;

* Implementing the policy and guidelines and ensuring that appropriate notice is provided.

ENFORCEMENT

This policy relies on the thoughtfulness, consideration, and cooperation of smokers and nonsmokers for its success.  It is the responsibility of all members of the campus community to observe the provisions of these guidelines.  Complaints or concerns regarding this policy or disputes regarding its implementation should be referred to the unit head for resolution.  Appeals should be addressed to the unit head's immediate supervisor.

It is impossible to develop guidelines to embrace all the special circumstances which may occur.  The campus Ombudsman should be contacted for help in clarifying this policy.

This policy does not supersede more restrictive policies which may be in force in compliance with federal, state, or local laws and ordinances.
