Cataloging Policy Committee Meeting Minutes
October 16, 2000
Present: B. Henigman (chair), R. Burbank, A. Copeland, S. Smith, J. Johnson, M. Laskowski.
This was the first meeting of the newly constituted CPC (Cataloging Policy Committee). Most of the meeting was spent revising the Committees charge per Paula Kaufmans request so that recommendations from Executive Committee could be incorporated.
The Committee also began a discussion of its own process and how it will work to communicate with the Library. The first order of business will be to create a process document that will outline procedures that the Committee will take to inform and solicit feedback on cataloging policy issues. The Committee will work on drafting this document at its next meeting. The Committee identified three areas in which ongoing communication will be established:
Agenda item for the next meeting work on process document, review Fall CSB, finalize Committee meeting schedule and groundrules.

I. Minutes of the October 25, 2000, meeting were revised and approved.
II. Reports
A. Admin. Council - no scheduled meeting.
B. Faculty meeting - next meeting scheduled for November 17, 2000.
C. Library Reconfig. - nothing official to report.
III. Updates/Announcements
A. Facilities Advisory Group memo - the memo will be forwarded to Paula Kaufman, Bart Clark, and Bob Burger.
B. Administrative contact person. Our administrative contact while Bob Burger is on sabbatical has yet to be determined.
C. Annual report. Jane Gammon will have a draft at the next meeting.
IV. New Business
A. The Fire Safety training sessions were not well attended. We spoke with Cindy Kelly regarding times and dates being a possible factor. CPR training was mentioned as very beneficial.
B. The RFS Brown Bag will be held November 13 from 12-1 pm in Rm 428 Library. UIUC Library staff attendees of the Reaching Forward South Conference will be available to share their experiences.
C. Cindy Kelly reported on the staff vacancies opened and the recently filled positions. She also reported on the status of faculty positions.
D. Cindy Kelly asked about introductory training and manuals for new staff in LSSC rep units to gain an understanding of current training methods. Further discussion of general training in various units followed.

Scholarly Communications Task Force Meeting Minutes
November 16, 2000

I. Background
The Scholarly Communications Task Force was formed last year as a joint initiative of the Library and the Senate Library Committee to further the discussion of issues articulated in the "Tempe" Principles (itself a joint document produced by ARL and the Association of American Universities).
Last years Task Force consisted of Karen Schmidt, Chair, Professor Anthony Kaufman (English), representing the Senate Library Committee, Paula Watson and Mitzi Williams. This years Committee is chaired by Paula Watson. Professor Mike Murphy (Animal Sciences) represents the Senate Library Committee. Mitzi Williams continues on the Task Force and has been joined by Jane Block.The Task Forces work has been given focus and visibility by the Provosts independent decision to forward the Tempe principles with a cover letter co-signed by Paula Kaufman, to each faculty member on campus. The letter (received within the last few days) urges faculty to give serious consideration to the principles and to participate in discussions related to the issues to be organized by the Library in their departments. The Task Force will be scheduling as many meetings as possible this year working with individual library unit heads to determine the best means of approach.
II.
Outcomes of the Meeting1.
A preliminary and very general list of talking points was discussed. Although rising costs are probably the primary motivator for holding these discussions, the Task Force agreed with Mitzis suggestion that we emphasize a more positive focus on the importance of maintaining access to scholarly information. M. Murphy suggested that University subsidy of page charges might be raised as a strategy for encouraging submissions to certain journals.2.
The Life Sciences will be targeted for the first series of meetings.ACES: M. Murphy suggested that the best venue for ACES is likely to be the more-or-less monthly college meetings scheduled next semester for February 2
nd and April 13th. He thought that at least an hour of program time could probably be set aside. Professor Murphy will contact whoever is planning the agenda for the next two College meetings to see if the Library can have a slot. Inviting a participant from FASS (Federation of Animal Science Societies) was discussed. [Update Monthly meetings are too heavily scheduled; alternatives will be investigated.]VetMed: Mitzi will inquire whether a discussion on scholarly communications issues can be scheduled for one of the monthly VetMed College faculty lunch hour meetings in the spring.
Life Sciences Colleges: Diane Schmidt will arrange a meeting for Paula and herself (hopefully before the end of the semester) with the newly reconstituted Life Sciences College Library Committee to discuss best approaches to the seven (?) departments involved. She would like to spend some time informing the faculty about the status of various initiatives, e.g., SPARC, PubMed, BioOne.
General consciousness raising: Watson mentioned that some ARL libraries have displayed issues of high and low priced journals at meetings with their annual subscription, per/issue, or per/article costs posted on them. M. Williams suggested that we not wait until the day of a departmental presentation to start this consciousness raising activity but instead, set up displays in all Life Sciences libraries (and possibly PSED and other libraries) at the beginning of the second semester. Watson will supply price lists that are readily available, if needed (e.g., for Elsevier.)
All agreed that it is difficult to attract faculty to meetings and that it would be helpful to identify those who were interested enough to come to the LASC hearings. Watson will ask unit heads for lists of faculty attending the hearings.

Cataloging Policy Committee Meeting Minutes
November 20, 2000

1. CPC Minutes: Minutes will be taken on an alphabetical rotating basis for now. A draft will be posted to the CPC members. After two business days (and with any changes) the minutes will be forwarded electronically for inclusion in LON and the Technical Services Division webpage archive.
2. CPC Process Document: Procedures and role of the committee were discussed; the CPC has been asked to advise the Technical Services Division in various matters. CPC may choose to revisit cataloging issues that have been decided in the past This does not necessarily mean that past decisions about cataloging policy will be changed. CPC will post procedures for communicating and receiving feedback on recommendations
The CPC will consider working on recommendations for procedures when a decision is made to withdraw an item. Current policy is not to delete the individual holding but mark it withdrawn. The withdrawal policy needs to be clarified and disseminated to appropriate library faculty. Henigman will discuss pertinent issues with Karen Schmidt.
The CPC meeting schedule was also discussed. There will be no meeting on December 18th; the January meeting will be January 22 instead of the 15th; February meeting will be the 19th. A call for agenda items will occur a week before the scheduled meeting.
3. Use of Formatted contents notes: This question came up in Media cataloging at the Undergraduate Library. The CPC will inquire if ILCSO has a stand on this practice. LC does not do formatted contents notes (505 field) when they do original cataloging. Some LC records will be issued with them if LC copycats an item whose utility bib record had them. Henigman will ask ILCSO whether DRA can make use of formatted 505s; she also emphasized that many issues like this may be addressed as part of the new system selection process. She announced that Sara Randall will be presenting upcoming sessions on the RFP process and that all interested persons should attend.
4. Cataloging Service Bulletin: Catalogers should note LC's interpretation of rule 24.10B (Place qualifiers): "Add to the name of a local church, cathedral, monastery, convent, abbey, temple, mosque, synagogue, etc., the name of the place in which it is located."
IMPORTANT: Headings already coded for AACR2 that lack a qualifier called for by this directive should not be changed unless a conflict or some other extreme need arises.
LC does not go back to change cataloging records on a retrospective basis and neither does the UI because we follow LC practice.
Other portions of the CSB pertaining to changes in cataloging affecting UI libraries where there are cataloging staff will deal with the appropriate CSB changes at those units (such as Music, Map & Geography, etc.).
5. Subject thesauri: The Committee discussed using an alternative subject thesaurus to expand subject access to materials for specialized collections when such use would enhance LCSH access. This would be for original and copy cataloging, and would be in addition to subject headings assigned by LC. It was noted that there is precedent (Women's Studies) for using such thesauri. The CPC is concerned that many units may begin asking for this kind of treatment and that the selection of specialized thesauri may become highly individualized, resulting in uncontrolled subject vocabularies (the opposite of what LC tries to achieve). The CPC will discuss this topic again at the next meeting.
