Promotion and Tenure Committee Meeting MinutesPresent: Brockman, Cole, Griscom, Schmidt, Searing, Troutman (chair); Wei is on sabbatical leave
Guests: Sandore and Geil.
The meeting was devoted to a discussion of plans for procedures to handle the large number of candidates for promotion expected in the coming year. Beth Sandore and Jean Geil attended as guests to provide information on editing promotion papers and cooperation with the Faculty Review Committee. Discussion centered on the following
*Role of the Visiting Committees in preparing preliminary versions of tenure and promotion documents, and possible conflict between acting as advocates vs. evaluators of candidates.
*Training and role of paper preparers.
*Editorial function of the Faculty Review Committee.
*Need for consistency in the appearance of tenure papers.
*Style and quality of candidates' statements.
*Relation of annual reports to Visiting Committee reports.
*Promotion and Tenure Committee's need to inform candidates of requirements.*Choosing an editor for the papers.
*Preparation of an information packet for candidates and their Visiting Committees.
It was decided that FRC and P&T would jointly hold an informational session in the near future for candidates for promotion next year and their Visiting Committees. Troutman will pursue with Paula Kaufman the use of successful papers submitted in previous years as models for preparation of new papers.

Electronic Information Resources Committee Meeting Minutes
October 5, 2000
Present: P. Watson (Chair), K. Schmidt, G. Youngen, E. Clarage, L. German, J. Pilch, K. Meadows, C. Prom, S. Randall, M. Porta, C. Penka
Absent: D. Ward
A draft of EIRC Ground Rules was discussed and additions suggested. The Committee agreed to adopt a monthly meeting schedule, with meetings on the first Thursday of the month from 1:30-3:00 in Room 428.
Outcomes: Revised ground rules and meeting schedule for the year will be distributed.
A report of funds available was distributed and FY01 obligations were discussed. The amount of recurring money available for new purchases falls in the range of approximately $35,000-$50,000, depending on price increases. There is also $65,000 in non-recurring money available.
The Library is committed this year to purchasing e-journals from Elsevier, Wiley or Academic at an annual cost of from $20,000 (Wiley) to $125,000 (Elsevier).
Outcome: Information provided as a basis for further discussion of the use of fund 2001 in relation to e-journals and other new purchases.

Process will be broadly consultative and proceed as follows:
P. Watson reported briefly on the progress on Electronic Resources Strategic Plan and distributed "Policy and Procedures Areas for Consideration."
Outcome: EIRC will work on these areas this year, most immediately on "Short Term Strategies for Internal Reallocation."
K. Schmidt reported that $30,000 has been allocated to an "interdisciplinary fund" that is format independent. There was a discussion on EIRCs involvement in the approval of applications involving e-resource purchases. K. Schmidt has proposed the following to BSC:
"EIRC has interest in making sure that we keep in mind the big picture of all the requests for e-resources that emerge in the Library. EIRC has been minding the store in this regard and there is concern that we not set up separate avenues for selectors to go to that might duplicate and/or circumvent the procedures and priorities that have already been established.
We talked today about establishing the procedure that if 9029 gets requests for e-journals or e-resources, this request will be sent to EIRC for review and recommendation before the General Fund Review Committee makes any determination about it. If 9029 funds a recurring e-resource, we should consider simply sending the title and the money from 9029 to 2001 to keep the management of these materials as simple and straightforward as possible."
