Electronic Information Resources Committee Meeting Minutes
May 18, 2000
Present: P. Watson (Chair), G. Youngen, L. Miller, D. Ward, B. Woodard (for E. Clarage), S. Randall, B. Swann, M. Porta, L. German, K. Schmidt
Absent: C. Penka
P. Watson reported that Bowkers online version of BIP has received good reviews and that a 20% discount is available on both products if we subscribe to Ulrichs at the same time. We would also received a 70% discount on print subscriptions. The Committee agreed that we should go ahead with Ulrichs also. There was a brief, general discussion of management of cancellations of tools when e-versions have been ordered. The Committee thought that in some cases, selectors might want to wait (perhaps one year) before making a decision to cancel. There was no hard and fast rule of thumb suggested as to what would happen to the funds generated by cancellations, but there was a suggestion that the released funds might be divided between the subject fund and fund 2001. Such decisions would be made on a case-by-case basis.
Bowker will soon release Global BIP and, after that, an online version of the American Library Directory.
Watson questioned what next steps were needed to implement EBSCO Online. S. Randall reported that there might still be tweaking of the administrative module required and that User Ed Committee had some concerns regarding links to holdings. Watson will follow up with Ward and DuBois. S. Randall suggested (and the members of EIRC agreed) User Ed should look at EBSCO once more before putting it on the Gateway.
Certain members of ILCSO ERC urged that IDAL purchase catalog records for the 1500 e-books to be offered through NetLibrary. We agreed that NetLibrary would be available initially for staff access only so that we can become familiar with how it works. The Committee also discussed how much staff and user training would be needed and agreed that this would depend on the availability of catalog records. Watson will follow up re: catalog records and plan appropriate on-site training by NetLibrary.
3. HarpWeek will be available on June 6, 2000.
1. AccessScience: First Impressions
Jo Kibbee reported via e-mail to P. Watson that AccessScience would be very useful to undergrads and as a general reference tool. Physical Sciences felt that it was too general to meet the needs of majors and too expensive, considering its level of generality. M. Porta will seek feedback from Life Sciences.
2. Proquest/UMI
P. Watson forwarded a copy of this proposal to the Newspaper Policy Committee for their input and is awaiting their comments. The EIRCs view was that the cost continues to be prohibitive. (Deadline: July 15, 2000)
3. CIC UMI Digital Vault Proposal.
Gerritsen Women's History collection, which we already own in microform, wholly or in part, and American Periodical Series, of which we own 100% on microfilm. We currently have a trial to American Periodicals and will have a Gerritsen Womens History trial soon.
We have not implemented previously because the system was still unstable when we last considered cutover. Features of the database were not yet available and some of the databases we subscribe to had not yet been loaded. Watson will ask M. Stuart to evaluate the current situation.
1. OCLC ECO access has been restored.
2. OED/American National Biography Megadeal.
P. Watson reported that we will know by June 6 whether IDAL will obtain funding for these tools. If IBHE funding to IDAL is not forthcoming, we will need to decide quickly whether UIUC wants to participate in the national pricing arrangement.
3. E-Journal Meeting
A meeting to discuss major e-journal contracts (especially Elsevier and Academic) is set for May 25, 2000. All faculty are invited.
4. Non-Renewal of WRI
Womens Resources International has been cancelled at the request of Beth Stafford because the current license agreement does not allow UIUC ownership of the database. P. Watson will explore the possibility of changes to the license language with NISC.
5. CIC Gale Renewal
Negotiations regarding renewal of Gale titles we subscribe to (Research Centers Directory, Associations Unlimited, Biographical & Genealogical Index, etc.) have bogged down. One of the complicating issues is that Gale wants to offer the Research Centers Directory as part of an as yet undefined "ready-reference" package.
The next EIRC meeting, June 1, has been cancelled and is rescheduled for June 8. P. Watson will be attending a Library Advisory Council meeting for Academic Press.
