1. GEO Situation
Paula Kaufman reported on the current GEO situation. There was a special Deans meeting to discuss a potential illegal work stoppage by the graduate students and to advise the Deans to have contingency plans in place to cover all positions that could be affected. University classes and services will not be cancelled. There is a no-strike clause in all union contracts with the University; however, the administration doesnt know how other workers on campus would react if the GEO did stop work. If needed, GA replacements should be students or faculty.
There are some GEO contracts at other universities, but the laws here are different and do not allow negotiable status for students.
2. Revisions to Unit Annual Report (Burger)
Bob Burger clarified and explained the revisions to the Unit Annual Report as described in the Strategic Plan. Every unit will submit an Annual Report; the goal of the report is to help measure progress of Library goals. Statistics will be forwarded to Barb Henigman in Technical Services, so her staff can compile a composite to be included in the Library report for ARL. Bob suggested that the Annual Report narrative should be two to three pages long, but it is not otherwise limited. The narrative summary is mandatory, but Items 2 and 3 are optional this year since the directives are being issued on rather short notice. The Annual Reports will be available to the Library on a secure web page so everyone can see them.
The one-week sweep will continue to be conducted. The statistics obtained will be analyzed to see which are most useful; they will be quickly narrowed to those that contribute to Library operations.
Goals and planning in Number 6 refer directly to the Strategic Plan and the six goals, and will be linked directly to the plan for easy reference.
Annual Reports are due by August 1; earlier submissions are encouraged. Based on the Unit Reports, the Library will issue a short report to Campus and other ARL libraries within a couple of months after the August 1 deadline. Bart Clark will provide a format sheet for the main narrative under "I." that will tie the report with budget requests for next year. It is mandatory to fill in staff for the current year: how long they have worked in the Library (month and year they started) and their job classification.
These reports and narratives will be used for our own information and to promote the Library locally, nationally, and internationally. Later in August, there will be another discussion about the reports. Some adjustments will be made at that time.
3. Awards (Watson)
Paula Watson led a discussion of the revised draft of the Library awards document. Academic Professionals were added to the list of eligible individuals, and any official group working on a project is now eligible for a group award. Library awards are not to encourage competition nor to reward faculty research and publications, but rather to recognize outstanding efforts of groups and individuals for some special work done in/for the Library during the preceding academic year.
It was agreed that the document should be given to the new Head of Human Resources to critique. He/she will also chair the committee. Unless there are unforeseen delays, the program will be implemented this year with presentations at the fall recognition ceremony.
4. Policy of Transporting Materials of Value (Holiman)
Deloris Holiman presented the document "Management of Library Material in Transit" that was drafted by Karen Schmidt. The procedures outlined in the draft will diminish risks in transporting Library material. Any time Library personnel transport Library materials either personally or through a carrier, they need to go through the Library Business Office to make sure things are fully insured and documented per UIUC Policies and Procedures. As soon as someone knows a date for a traveling exhibit, the Business Office should be informed so the proper insurance can be secured. The Associate University Librarian for Collections and the new Head of Preservation will develop a log of Library materials being used outside of the Library.
Alan Conrad raised a question about the situation of new books of considerable value being lent through Inter Library Loan without ownership stamps. Barb Henigman will check into it.
5. Announcements and Updates
A grant was received from ICCMP to fund a serials cataloger. It has been suggested that this cataloger begin developing a plan for Serials Recon. Paula reported, however, that we have received money for the work needed on Serials Recon. At ACs suggestion, Paula will meet with Ann Copeland and ask for a preliminary proposal on how to assess recon needs and to develop plans to improve access.
Bart Clark reported that the key components of the 2001 Budget that the University requested will be approved, but the Library does not yet know its allocation. The University is preparing 2002 Budget requests before the money for the 2001 Budget is allocated, since it is not known when allocations will be completed.
