Scope and Contents of the Materials

Albert Tuxhorn (1908-89) was Champaign City Attorney, 1935-42 and 1951-76, and was active in the Illinois Municipal League and the National Institute of Municipal Law Officers. He also was a member of the Champaign School Board (Unit 4), 1949-52.

This collection, which Tuxhorn donated to the Illinois Historical Survey in 1976, contains records of his work as executive secretary of two Illinois Legislative commissions: the School Finance and Tax Commission (1946-47) and the Public Assistance Commission (1948-50).

The School Finance and Tax Commission was created to study the financing procedure of Illinois schools and the levying of school taxes. The collection includes Commission meeting minutes, correspondence, requisitions, vouchers, and state allotment and expenditure ledgers.

The Public Assistance Commission was set up to investigate the administration of Old Age Assistance, Aid to Dependent Children, Blind Assistance, and Public Assistance acts, and to determine the need for remedial legislation. The papers include correspondence and reports of investigations of public aid offices throughout the state.
