Federally Funded Research

On Friday, the White House Office of Science and Technology Policy released the memo - Increasing Access to the Results of Federally Funded Scientific Research.  The memo directs federal agencies with more than $100 million in research and development expenditures to draft plans, in the next six months, to make federally funded research results publicly available, free of charge, within 12 months after original publication.

Section 4 of the memo describes the objectives for public access to scientific research data, including:

• Ensure that all extramural researchers receiving Federal grants and contracts for scientific research and intramural researchers develop data management plans
• Allow the inclusion of appropriate costs for data management and access in proposals for Federal funding for scientific research
• Include mechanisms to ensure that intramural and extramural researchers comply with data management plans and policies
• Promote the deposit of data in publicly accessible databases, where appropriate and available
• Develop approaches for identifying and providing appropriate attribution to scientific data sets that are made available under the plan

Some of the federal agencies impacted by this directive include:

• The Department of Energy (DOE)
• The Department of Agriculture (USDA)
• The National Oceanic and Atmospheric Administration (NOAA)
• The Environmental Protection Agency (EPA)
