News & Announcements from Library Administration:

Some of you thought we would never see this day. But its here and thanks to the hard work of lots of our folks, plus staff at ILCSO, and of course thanks to Mellon's generous grants, we have completed the marcette replacement record load!!!!! Cataloging has already corrected the 3 (count 'em, 3) errors and is cleaning up the 4,322 dups. Here are the numbers. Now it's time to break out the bubbly and celebrate this new access to our old records!

The Library's Implementation Group for the TD-Net e-journal management information, and the development of local link resolver software.

The Implementation Group is charged with two specific responsibilities for enhancing access to e-resources. Our use of the subscription to the TD-net e-journal management information will ultimately enable the Library to keep links to e-journal titles (in the e-registry as well as in the OPAC) current on a weekly basis using mainly automatic update methods. The goal in developing the local link resolver software and the accompanying knowledge base is to provide the most direct links from journal citations in A&I databases to the full text of the article, wherever possible. The group will consist of a team of 13 people, half who will focus on public interface issues, and the other half will focus on technical programming matters. The Implementation Group will be co-chaired by Beth Woodard, who will coordinate public interface activities, and John Weible, who will coordinate technical programming and database activities. Below is the group's charge.

 

Charge

At its June 19, 2003 meeting, the Access Task Force made a unanimous recommendation that the Library establish an ad hoc Implementation Group to provide direction and support for two related activities that have strong potential to improve the Library's public access to e-journal information the enrichment of the Library's

e-journal subscription management data, and the development and deployment of a local link resolver that provides for direct linking, wherever a publisher has made

it possible, from a citation or abstract to the electronic full text of the work. The Implementation Group is charged with the completion of the following tasks:

 

1. The automatic enhancement of the content and search functions of the Library's e-resource registry; the creation of title-level provisional e-journal records in the Voyager OPAC using the TD-Net e-journal subscription management data (initial implementation early September 2003; ongoing through FY2004).

 

2. Recommend to the Electronic Resources Work Group potential workflows in Technical Services, Systems, and across public service units that enable optimal use of the e-journal subscription management data (review and implement by October 2003).

 

3. The in-house development and deployment of link resolution software and a locally-maintained, current knowledge base of information that enables users of e-resources to link directly from a citation to the full text of the work by means of either the OpenURL or the Digital Object Identifier (DOI) linking protocols. (initial roll-early August 2003).

 

4. Selecting among possible target e-journal resources as targets for the first phase of the link resolver implementation (implement by September 15, 2003). Identify ongoing priorities for e-resource linking through FY2004. The implementation group is intended to be short-lived and results-oriented. Term of appointment July 25, 2003 - November 30, 2003. The Group will update the AUL for IT on a monthly basis (by meeting or written report, depending on the issues and the needs of the group) beginning August 25, and ending November 30, 2003.

News from the Field:

THIS WEEK AT THE ILLINOIS STATE LIBRARY

The State Library is proud of its ongoing relationship with the Mortenson Center for International Library Programs at UIUC. Each year the Mortenson Center sponsors a distinguished lecture by a renowned international speaker on a topic related to international understanding and intellectual freedom. The Mortenson Distinguished Lecture for 2003 will be held Tuesday, September 23 at 4:00pm in 126 GSLIS. Jesus Lau will speak on "information Competencies: A Bridge to Narrow North-South Knowledge Gaps."

Earlier this summer, ISL Director Jean Wilkins announced the Illinois State Library will continue to provide ILLINET member libraries with access at no charge to selected FirstSearch databases through June 30, 2004. Those databases are listed here. Health and Wellness Information is no longer offered due to changes in the state's budget, combined with lower use of the database compared to other FirstSearch full-text databases. As part of the expansion of the state Library's

E-RICH cost-sharing electronic resource service, libraries interested in purchasing the Health and Wellness Information database should contact Barbara Alexander, balexander@ilsos.net or 217-785-7334 no later than September 1, 2003.

 

Illinois State Library (ISL) electronic resource services include: *FirstSearch databases and the PDR Electronic Library Online, provided at no cost to ILLINET member libraries, FY2004; *Try-It! Illinois, the ISL's annual statewide database trial, October 1 through November 30. Try-It! Illinois is open to all Illinois library staffs and Illinois library users; *E-R-XPO, the ISL's Electronic Resource XPO (vendor fair), dates and locations to be announced; *E-RICH, the ILS's electronic resource cost sharing service. NoveList is through E-RICH, FY2004.

 

State Library employees overseeing the Library's involvement with the Gates Foundation Library initiative will met on August 5 to discuss the next step in transforming Library U, the web-based training site. The Library has received a Public Library Training Grant from the Gates Foundation U.S. Library Program to develop a much-requested, statewide Web based training program for Illinois librarians

MASSACHUSETTS INSTITUTE OF TECHNOLOGY AND RICE UNIVERSITY ARE LATEST DIGITAL LIBRARY FEDERATION MEMBERS

The Digital Library Federation is pleased to announce that two new Strategic Partners, MIT and Rice University, have joined in July 2003. "We are very pleased that these two organizations accepted our invitation to join," said David Seaman, Director of the DLF. "We are a relatively small and fast-moving consortium of very active academic digital libraries and we treat growth cautiously, lest it undermine our nimbleness of operation; however, the addition of expertise from Rice and MIT will enrich our understanding of the use of digital library

resources in research and teaching, and will accelerate our engagement with institutional repositories, courseware systems, and digital preservation." Upon accepting the invitation to join DLF, Ann Wolpert, Director of the MIT Libraries, said "the programs of the Digital Library Federation map in important ways to the research and development priorities of the MIT Libraries. We welcome the opportunity to work with our colleagues in the DLF, and look forward to advancing our commitment to this strategic domain through membership in this influential organization for digital library projects." Charles Henry, Vice President and CIO, Rice University, adds that "Rice is honored by the invitation to join the

Digital Library Federation. The DLF has assumed a compelling leadership role for one of the most complex phenomena of the information age. Rice looks forward to both learning from and contributing to this fundamental program." The Digital Library Federation, founded in 1995, is a partnership organization of academic libraries and related organizations that are pioneering the use of electronic-information technologies to extend their collections and services. Through its members, the DLF provides leadership for libraries by identifying standards and "best practices" for digital collections and network access; coordinating research and development in the libraries' use of technology; and helping to initiate projects and services that libraries need but cannot develop individually. The DLF operates under the administrative umbrella of the Council on Library and Information Resources (CLIR).

 

 

JUNE-JULY 2003 E-NEWS FOR ARL DIRECTORS:

FEDERAL RELATIONS

 

 

RICHARD A. DETWEILER NAMED CLIR INTERIM PRESIDENT

The Board of the Council on Library and Information Resources (CLIR) is pleased to announce the appointment of Richard A. Detweiler as its interim president, effective August 1. Mr. Detweiler served as president and professor of psychology at Hartwick College in Oneonta, New York, from 1992 through June 2003. Earlier this year he was named a distinguished fellow by CLIR to develop new approaches to enhancing the effectiveness and efficiency of liberal education. He has also been involved in other CLIR projects, including serving as co-dean, with Deanna Marcum, of the Frye Leadership Institute since its inception in 2000. The Frye Institute educates administrators and faculty about the broad range of

issues affecting the future of higher education.

 

A social psychologist by training, Mr. Detweiler was appointed to the faculty of Drew University in 1973. He subsequently moved into administrative roles, ultimately as a vice president with responsibilities for planning and information technology. He has long been committed to the effective use of information resources for teaching, learning, and scholarship. Twenty years ago he was responsible for Drew becoming the first liberal arts institution to provide computers for every student. He carried this interest over to his presidency at Hartwick College, where ubiquitous computing and networking was implemented a decade ago.

 

CLIR Board Chairman Stanley Chodorow, in making the announcement, said "We

are delighted that Rick has agreed to add the interim presidency to his CLIR assignment. He is working on an important project examining the possibilities of making a liberal arts education more meaningful by coupling it with the power of information technology. That intellectual interest, along with his commitment to the Frye Leadership Institute, will serve CLIR well."

 

Deanna Marcum, outgoing president of CLIR, commented "It is gratifying to know that Rick Detweiler will assume leadership responsibility for CLIR. He has been central to the success of the Frye Leadership Institute, and his distinguished fellowship this year goes to the heart of CLIR's agenda connecting information resources and services with the academic enterprise. I applaud the Board's decision."

 

Mr. Detweiler holds master's and doctoral degrees in social psychology from Princeton University and a bachelor's degree from California Western University (now the United States International University). He has also been very active in promoting a global academic community, working on numerous education, training, and research projects in the United States and abroad.

 

The Council on Library and Information Resources is an independent, nonprofit organization dedicated to improving the management of information for research, teaching, and learning. CLIR works to expand access to information, however recorded and preserved, as a public good.
