| Interpretation | The Office of Price Administration (OPA) was established in January 1942 to attack soaring inflation, caused by the war. The OPA had the power to freeze prices and wages, control rents, and institute rationing of scarce items. Rationing was introduced that year to cope with shortages of sugar and coffee caused by restricitons on imports. Also, much of the rationed food items were being shipped to both American and Allied troops. Every month each civilian (man, woman, and child) received a ration book that contained stamps that allowed a fixed amount of certain rationed items to be purchased. The number of stamps received was based on the size of the family. Once the stamps were used up the rationed items could not be purchased until the next month's atamps were issued. |
