Interpretation
The
typical
enrollee
was
between
17
and
18
years
of
age
and
white
,
although
about
9
percent
of the
enrollees
were
black.
About
68
percent
of the
enrollees
were from
low-income
families
and
whose
parents
had
about
a
7th
grade
education.
Most
enrollees
had not
much
more
than an
8th
grade
education
, with
21
percent
having
never
progressed
beyond
the
6th
grade
level.
Employment
opportunities
for
young
black
men
in the
CCC
were
limited
and
sometimes
they were
deliberately
excluded
from
joining
the
CCC.
The
camps
were
segregated
and
it
was
never
the
policy
of the
government
to
create
a
nationwide
system
of
integrated
camps.
Given
the
custom
of the
times
,
integration
would have
invited
trouble
from
other
established
white
institutions
,
including
the
Army
,
which
maintained
segregation
practices.
