Federal Research Public Access Act, 2009

Yesterday, Senators Lieberman (I-CT) and Cornyn (R-TX) (re-)introduced the Federal Research Public Access Act (S.1373), a bill that would ensure free, timely, online access to the published results of research funded by eleven U.S. federal agencies. S.1373 would require those agencies with annual extramural research budgets of $100 million or more to provide the public with online access to research manuscripts stemming from such funding no later than six months after publication in a peer-reviewed journal. The bill gives individual agencies flexibility in choosing the location of the digital repository to house this content, as long as the repositories meet conditions for interoperability and public accessibility, and have provisions for long-term archiving.

The bill specifically covers unclassified research funded by agencies including:
Department of Agriculture
Department of Commerce
Department of Defense
Department of Education
Department of Energy
Department of Health and Human Services
Department of Homeland Security
Department of Transportation
Environmental Protection Agency
National Aeronautics and Space Administration
National Science Foundation

S. 1373 reflects the growing trend among funding agencies and college and university campuses to leverage their investment in the conduct of research by maximizing the dissemination of results. It follows the successful path forged by the NIH Public Access Policy, as well as by private funders like the Wellcome Trust, and universities such as Harvard and MIT.

The Library has requested that our Washington government relations liaison contact our representatives in support of this bill.

Library Catalog: Upgrade and unavailablity

Hi, everyone, (sorry for any duplicate message you may receive on this issue...)

The Library Catalog is being upgraded to provide a more user-friendly search interface for you!

The upgrade will start early Sunday morning and is expected to be finished by Tuesday or Wednesday, next week.

During the Upgrade:

* You may continue to search the catalog during the upgrade period, but you will be searching a "frozen" database ... the frozen data was captured June 7th.
* You will not be able to request or renew books online for a few days.
* If you need to check a book out or renew it, you will have to go to a library.
* If you returned a book sometime after June 7th, the Catalog will not reflect that until next Tuesday or Wednesday.
* Down time will be Sunday & Monday, but could extend into Tuesday & Wednesday.
* The ORR, journal databases, and access to electronic journals will continue to work as usual.

If you have any questions / concerns about this process, please let me know!

New Exhibit in Biology Library

The Biology Library has a new exhibit, "Medicinal Plants and Indigenous Medicinal
Plant Knowledge." Displayed are selected titles received thanks due to a 2009 collection development grant from the Consortium of Academic & Research Libraries in Illinois (CARLI).

Four libraries participated in the collection theme “Impact of the Environment in Health & Wellness:” Chicago State University Library, Columbia College Library, Northern Illinois U. Founders Memorial Library, and University of Illinois Biology Library.

Library merger meeting

I'd like to remind everyone of the meeting tomorrow, Friday the 24th, to
discuss the library new service model report, which I sent out earlier.
This is the last time for you to comment before the library administration
writes a report that will be sent to the Provost.

As a reminder, on p. 4 of that report, it is recommended that the Biology
Library merge with the ACES library in the spring of 2010.

If you can't make it to the meeting, please send your comments to Paula
Kaufman, ptk@illinois.edu, and/or Scott Walter, swalter@illinois.edu. They
will be revising the report and sending it to the Provost very quickly, so
the sooner you respond the more likely they'll be able to consider your
issues.

The meeting will be from 10-11AM, Friday, April 24 in Room 66 of the Mail
Library. That's down in the basement if you haven't been there before. I
hope to see you there.

Biology Open House Research Poster Competition

The Biology Open House* is preparing an Undergraduate Research Poster Competition for Biology majors. The Open House is being held on Saturday, April 25th, on the second and third floors of the Natural History Building. Participants will be required to present their research to judges and a small audience. The best presenters will be awarded a monetary prize, the value of which is to be determined later. All you need to do is register by e-mailing Kamil Stelmach (kstelm2@illinois.edu).

*The Biology Open House is an event for middle school and high school participants of the Science Olympiad**, their parents, and middle/high school teachers to find out more about biology and what the programs at U of I have to offer. The Open House is being hosted by two student groups: Ligase MCB Club and the Illinois Biological Society .

**The Science Olympiad is a national organization that encourages science competitions between middle/high school students. Competitions include everything from being quizzed on science knowledge to building rockets, planes, catapults and robots.

Biology Library closure meeting/input

There will be an open meeting this Friday, April 3, at 8:00-9:00AM in the
Grainger Engineering Library Commons (room 235), to discuss changes in the
science libraries, which includes closing the Biology Library. Despite the
late notice and early hour, I encourage you to attend and/or send your
comments to Scott Walter, swalter@illinois.edu, or Paula Kaufman,
ptk@illinois.edu. Please copy me as well, if you send in comments.

As you may remember, back in January the University Library was asked by
Provost Katehi to accelerate its movement towards departmental library
consolidations as part of the “New Services Models” program. In late
January I sent out a message to the department chairs and school heads
informing them of the proposal included in the Provost’s letter to close
the Biology Library and merge its collections and services into the Funk
ACES Library. After lengthy discussions between the librarians who serve
other life sciences libraries we agreed that if the Biology Library was to
be closed, then consolidating it with the Funk ACES library and creating a
life sciences library containing all or parts of the collections and
services pertaining to the Applied Health Sciences, ACES, and Biology
libraries, as well as Veterinary Medicine at a later date, was the best
solution. Under this model, the Biology Library collection would need to
shrink to no more than half its current size. As you will see in the
attached proposal from the University Library administration, this
proposal was not accepted. Instead, they propose that the Biology Library
materials and services would be split between the Chemistry Library, the
Funk ACES Library, and perhaps the Library of the Health Sciences.

I do not support the proposal to split the Biology Library collections and
services. There is no bright line between the collections and services
used by the two schools, but in this proposed split it would roughly be
MCB going to the Chemistry and Health Sciences libraries and IB going to
the ACES library. The Chemistry Library has room for only about 6,000
volumes, which amounts to half of the Biology Library books that have
circulated recently and only a very few journal volumes.

As a separate but related issue, Melody Allison, the Assistant Biology
Librarian, will be moving this summer to the ACES library as Assistant
ACES Librarian due to staffing cuts at the ACES Library. This will leave
only one librarian serving SIB and SMCB.

A final report will be sent to the Provost at the end of April. I
encourage you to provide your input on the proposed library mergers and
consolidations before then.

NIH Public Access Policy in Jeopardy

Sorry for any duplications -- this message is being sent to multiple lists in ACES, VetMed, IGB, SOLS, and a few others.

Those who are interested in open access to research articles that have been supported by government monies will be interested in this news:

ARL (Association of Research Libraries) is reporting that recently submitted congressional bill, supported by some of our largest publishers, would reverse the NIH Public Access mandate, and also make it impossible for other government agencies to start similar programs.

The basis thesis of the NIH mandate is that research publications that were supported by funding from the National Institutes of Health -- we have many researchers on this campus who are so supported -- must be made freely available to all within a year of publication. The thought is that the citizens paid for the research so they should have access to it!

The publishers are saying that the mandate infringes on their copyrights. But other scholars maintain that the mandate requires the authors to make available THEIR version of their work; that is, the version before they hand over copyrights to the publishers when they sign the regular publisher copyright agreement forms.

New Biology Library Web site has gone live !

As promised earlier this term, the new Biology Library Web site is now up and running on the University Library's Content Management System (CMS) platform. The site has a been revamped with a totally new look and designed to provide access to our resources front and center. The CMS has allowed much greater flexibility in how we organize and navigate the information about our resources and services. Check out our new site and let us know what you think!

New Biology Library Web site coming soon!

The Biology Library is very pleased to announce that in the next few weeks we will be transitioning our Web site to the University Library’s Content Management System (CMS) platform. The CMS provides more versatility in how our Web site content is organized and navigated. We think you will find this new Biology Library Web site a welcome change! Biology Library Guides converted to LibGuides

The Biology Library subject guides are being changed from a pdf format to a Web 2.0 content management and information sharing system called LibGuides. LibGuides allows the content to be organized in many different ways utilizing tabular structure, modules, and other editorial features to provide a very usable frame to hang our content on. Additionally there are many Web 2.0 opportunities to take advantage of such as integration of the guides into Web sites, blogs, courseware systems, Facebook, Twitter, and Del.icio.us and more. Most subject guides are converted but there are still a few to go, and other guides are being considered for conversion. Check out our newly converted subject guides. If you have an interest in any of these possibilities for using our LibGuides, just let us know.


Easy Search now has Life Sciences subset.

The University Easy Search search tool is proving to be a very popular destination to locate information from Library resources as well as resources outside the Library. The default Easy Search searches multi-topic article databases, the Library Online Library Catalog, the state I-Share Library Catalog, our Springer E-Books subscription, Google books, Amazon books, Google, MS Live Web, Google Scholar, and Scirus Academic Web Search – all at once!

The new Life Sciences subset searches the subject article databases Biological Abstracts, MEDLINE (via Web of Knowledge), CAB Abstracts, Food & Technology Abstracts, Zoological Abstracts, Environmental Sciences & Pollution Management, Academic Search Elite (EBSCO), Web of Science, Scopus, and Academic OneFile (InfoTrac) plus the same catalogs and Web sites as the default search.

There is also a Health Sciences subset that searches MEDLINE (via Web of Knowledge), Biological Abstracts, PsycInfo, Toxicology Abstracts, Health and Safety Science Abstracts, Physical Education Index, Social Services Abstracts, AgeLine, Alt HealthWatch, CINAHL Nursing Literature, SPORTDiscus, Web of Science, Scopus, and Academic Search Elite (EBSCO) plus the same catalogs and Web sites as the default search.

Caveat: Searching multiple databases at once (federated searches) cannot take advantage of many of the individual database’s features such as subject or field searching – yet – so to best take advantage of these sophisticated options, direct searches in the individual database is still the place to do this. Easy Search is available from the University Library homepage or the Easy Search homepage .


NIH Funded Research Policy

The NIH Public Access Policy requires that "all investigators funded by the NIH submit or have submitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final, peer-reviewed manuscripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law." (See the NIH Public Access Web site for an overview of this policy, how to comply, and other details.) The Library can assist you with copyright issues and the article submission process as well as depositing your manuscript in Illinois Digital Environment for Access to Learning and Scholarship (IDEALS) , the institutional repository for the research and scholarship of faculty, staff, and students at the University of Illinois at Urbana-Champaign. NCBI Field Course Will NOT be Held

In January, it was announced that the University of Illinois would be hosting the Field Guide to NCBI Resources Course . I've had several inquiries about it (originally scheduled for April 17-18).

Unfortunately, that tremendous training opportunity will NOT occur. Yesterday the NCBI Field Guide coordinator, Peter Cooper, sent the following email:

Because of budgetary constraints, NCBI has made reductions in some of its programs, and the education programs are affected. In fact, all outreach education programs (Field Guide, Mini-courses, Structures, PubChem) are terminated effective immediately. At this point we cannot reschedule this course or accept requests for future courses of any kind. This was as much a surprise to me as it is to you. Feel free to contact me if you have questions.

The Field Course, as well as the Mini-Courses and the Structure course , has been tremendously popular and useful (see list of sites where the Field Course has been offered recently ), but the NCBI budget situation will not allow NCBI to continue to travel and offer these courses for the foreseeable future.

If we would have been able to host the Field Course, registratants would have been asked to print out the PowerPoint slides for the 3-hour lecture presentation, and the Workshop exercises ahead of time. Here they are...

Web of Knowledge Training sessions

Forward from the Illinois Natural History Survey Library:

On Tuesday, March 11th, a Web of Knowledge training instructor from Thomson Scientific will offer hands on training for Web of Knowledge special features, and the Science Citation Index and Zoological Record databases.

Web of Knowledge The Web of Knowledge has recently released a newly designed interface with powerful new search features. A Web of Knowledge training instructor will review specific aspects and services offered to searchers such as creating alerts and RSS feeds, and researcher ID’s. This session is geared for Librarians and GSLIS students and will start at 1:00 PM.
The Science Citation Index is a multidisciplinary index to the journal literature of the sciences, indexing over 6650 major journals. A cited reference searching enables you to find articles that cite a previously published work. This session will be at 2:00 PM.
Zoological Record is the world’s leading taxonomic reference database indexing over 5000 journals plus monographs and conference proceedings. It is the unofficial registry of animal names and it covers the years 1864 to the present. There will be a general review of the database with an emphasis on locating records of new species. This session will be at 3:00 PM.
These will be held in the ACES Library (1101 S. Goodwin) in the 5th floor computer training lab, room 509. The search interface for these two article databases has recently been redesigned so you can learn about some new and exciting features. Also, fyi, Zoological Record is now available online from 1864 (volume one) to the present.

Illinois Biotechnology Organization Formed

The Illinois Biotechnology Organization (IBO) was recently formed by several graduate students and post-docs for the purpose of "gathering together students, post-doc, professors etc. that are involved in the biotechnology area at the University of Illinois in Champaign-Urbana."

At the IBO website one will find gathered together University links of significance to biotechnology as well as a page of links that point to information about biotechnology.

The IBO is planning its first event, a social hour, for Monday, October 29th from 7-9 PM. It will be held in Room 210 of the Illini Union. All are welcome to attend, but it is requested that you register by October 22nd by sending an email to:uiuc.ibo@gmail.com.

The IBO social hour is being held in conjunction with the 2007 Biotechnology Job Fair, which is being held on Tuesday, October 30th, from 9-12 and 1-3:30, in the Illini Union. Deadline for registration for the Job Fair is October 1st.

Biology Library hours 8/10/07

The Biology Library will be closed the morning of Friday, August 10 so
that we can prepare for the fall semester. We will open again at 1:00
Friday afternoon.

If you need to get a book or journal from the library, you can call us at
3-3654 or just come to the library and knock on the door. We'll fetch the
item for you.

If you're looking for a place to get out of the heat, the Library of the
Health Sciences will be open but all of the other UIUC libraries will be
closed from 8:30-1:00, just like the Biology Library.

NCBI Courses Offered at the U of I: April 4-5

Reminder:

The University of Illinois Biotechnology Information Center, a virtual branch of the U of I Library, and the Roy J. Carver Biotechnology Center are hosting the presentation of two NCBI mini-courses and an in-depth course on using the NCBI structure analysis tools. The three courses being offered are:

* Mini-course #6, EntrezGene Quick Start - April 4th, morning
* Mini-course #11, Microbial Genomes Quick Start - April 4th, afternoon
* Exploring 3D Molecular Structures Using NCBI Tools - April 5th, ~all day


The two mini-courses will be offered on Wednesday, April 4th; they are each 2.5 hours long. The structure course will be offered on Thursday, April 5th, and is 5 hours long.

Biology Library Notes: University Library Spring 2007 Media Competition

Announcing the Spring 2007 competition for purchasing media materials that cost more than $100.00 which will be purchased on the designated Library media fund. The deadline for submissions is Friday, March 2nd. Top priority is given to faculty requests for material to be shown in class and that are interdisciplinary in nature.

All requests must meet the following basic requirements:

1. The educational level of the materials must be identified as College Level.
2. Commercially available non-print items will be funded only when the Library will be the clear and permanent owner of the piece(s). Those items purchased are housed in the Undergraduate Library media collection for maximum accessibility.
3. Items must be reasonably priced with a content appropriate to the format. Thorough justification of higher priced items will be required.
4. Requests must be prioritized in order to be considered.

Requests are ranked for funding utilizing the following guidelines:

1. Is there a commitment from teaching faculty to utilize the item(s) in classroom instruction?
2. Is the item in an area of collection where a demonstrated need for non-print resources exists? Will it help to create a balanced and representative non-print collection?
3. Is there a possibility of cooperative funding?

Sort your proposed selections by priority. Include title and notes, format, vendor, price, requesting faculty name and email, and course(s) for which the selection(s) will be used. Attach ordering information, reviews, or other pertinent information, if available. Please send Melody Allison, Assistant Biology Librarian, this information as email attachments, if possible. The Library's Collection Development Committee (CDC) Non-Print Subcommittee will be reviewing and determining those selections that will be funded sometime in March and will follow with list of funded titles.

Editory of Open Access Scholarly Journal to Speak

Henry Hagedorn, editor of the open access journal, Journal of Insect Science, will present a talk entitled "Open Access: The revolution in academic publishing".

Where/When:
Monday, January 29th, 4:00 PM, Room B102, Chemical & Life Sciences Building, 601 South Goodwin Avenue, Urbana, IL.

In 2000 Hagedorn resigned as editor of the Archives of Insect Biochemistry & Physiology in order to launch the open access Journal of Insect Science. He recently retired from the University of Arizona, but continues to serve as editor of the Journal which is now supported in part by his new home base at the University of Wisconsin-Madison.

In an open letter published in the Journal of Insect Science, Hagedorn explains his motivation in starting the new journal in an open access mode.

Please note that the University of Illinois's Library Online Research Resources (ORR) lists three instances of the Journal of Insect Science: BioOne, from the Directory of Open Access Journals [DOAJ], and from PubMed Central. You may also access it by going directly to the Journal's home page, http://insectscience.org/.

The University also still has access to the journal from which Hagedorn resigned in protest, Archives of insect biochemistry and physiology, which is published by Wiley. It appears that both journals are publishing about the same number of articles / year.

Several University of Illinois entomology professors are associated with the Journal of Insect Science: May Berenbaum is on the Advisory Board while Hugh Robertson and Gene Robinson are serving on the Editorial Board.

Dear Colleagues: The Office of Web Services in the campus Public Affairs unit has announced the first version of a UIUC website designed specifically for mobile users. Among the services it offers is a link to the Library's online catalog. It's also possible to access the Library Gateway via the "Campus Units (a-z)" link.

Users who connect to the main UIUC web site (www.uiuc.edu) with a Treo, BlackBerry, Pocket PC, or smart cell phone will be automatically redirected to the campus mobile web site.

You can preview the mobile web site from any computer by going to: www.uiuc2go.com.

Office of Web Services personnel plan to refine and enhance this new service in the coming months.

ALERT: Library Online Catalog Upgrade scheduled in June -- Downtime approximately two weeks

Beginning June 15, the University Library’s online catalog will be temporarily disabled for approximately two weeks while the system is being upgraded. This downtime will not affect other online Library services such as electronic databases, indexes, and journals.

There are two key dates to keep in mind. Effective at the start of day on June 6 , users will be unable to place requests for materials from other CARLI libraries (Illinois consortium) via the online catalog. UIUC users will still be able to place requests via the online catalog for materials owned locally until June 14 when the online catalog becomes static. Local and CARLI requesting will be available again once the system is restored.

Starting June 14 at 5:00 PM, the online catalog will be "static". This will have the following effects:

1) Users will be unable to charge or renew materials in the online catalog. Users will still be able to charge and renew books in person at a Library service desk.

2) No new records will be added to UIUC online catalog or to the statewide I-Share catalog. The information in the catalog will be correct as of 5:00 PM, June 14.

3) The circulation status of Library materials will not necessarily be up-to-date.

Materials returned by users to the Library during this period will not be discharged from users’ accounts until the system is reactivated; however, materials also will not come due during the downtime. Library materials cannot be recalled during this period, and no overdue or pickup notices will be sent. While users will be able to access “My Account,” the “MyAccount” button on the WebVoyage toolbar will lead to a page warning them that the information in their account display is not current.

The Library estimates that the downtime will last a maximum of two weeks. The Library regrets any inconvenience this may temporarily cause its users. The staff of the Library's Telephone Center (333-8400) will be available to assist users with any questions or problems.

New Library Toolbar

A new Library Toolbar is available to download for Internet Explorer users (sorry, not available for other browsers at this time. A Firefox version is in the works and when available, will alert SOLS list). The Toolbar provides quick access to department library Web sites, the Online Library Catalog, the Online Research Resources Web site, campus phone book, Google searching, course researves, interlibrary loan, My Account, Online Reference Collection, RefWorks, UIUC Express Mail, NetFiles, Illinois Compass, and more – right at your fingertips whenever you are using your Internet Explorer browser. No more typing in URLs, treading through bookmark directories and content, or trying to locate that ‘convenient’ place you put URLs which made sense at the time you placed them there but now cannot locate. The catalog of resources for our consortium, formerly Illinet Online, is now called I-Share <http://library.ilcso.illinois.edu/ilcso/cgi-bin/welcome>. You can link to the I-Share catalog through the Online Library Catalog splash page or from within the OLC via a button at the top of the page. Also, whenever an OLC search brings up “0” hits, there is a link to I-Share which when clicked will repeat the search in the I-Share catalog automatically.

Discover “Discover”
“Discover” is a program which allows linking of Library resources, such as electronic journal articles, when they are available. [ Note: Subscription resources being accessed off campus will require UIUC affiliation confirmed by netid and password.] When you see a “Discover” link, you will have access to:

Full Text Services (when available):
• direct link to full text of the article in one or more sources
• link to a journal's home page or table of contents that will lead you to the full text of the article
• link to one or more databases that you may search for the full text of the article
• automatic search of UIUC'S online catalog, to see if the item is available in print.

Additional Services and Resources:
• Interlibrary loan request form
• link to RefWorks Direct Export Tool to download the citation
• Web search for related information in Google Scholar, with keywords from the citation title supplied.

At this point, the following resources have been "Discovered": Science Direct, RefWorks, EBSCO databases, ISI Web of Science, Scopus, and Google Scholar.

RefWorks Works!
RefWorks, like EndNotes, is a citation management tool which is supported by several bibliographic databases. There are numerous formatting possibilities. References with a bibliography can be placed into Word documents from RefWorks with its “Write and Cite” feature. EndNote libraries can be imported into RefWorks. And, as of December, all citations in RefWorks have a UIUC "Discover" link (see previous entry), allowing you quick access to the e-version of journal articles available through our campus Library resources.

You will first need to create an account which is very quick, and free (to UIUC affiliates). Then you will be able to access your account via the Web anywhere anytime using your subscriber login name and password. Note: If you are not using the campus network, you will need to use Your Subscriber Group Code which is provided when you register. For more information, including instructions go to http://www.library.uiuc.edu/refworks/. RefWork instruction sessions are planned during the Spring term.

Digital Services & Development Unit and the Information Resource Retrieval Center (IRRC) piloting new reproduction and digitalization service
The Library Digital Services and Development Unit (DSD) and the Information Resource Retrieval Center (IRRC) are piloting a new reproduction/digitalization service from January-June 2006 whereby selected Library materials can be reproduced and digitized for patrons for a service, and in some cases a usage, fee. The quality of the Library material will determine the particular method used (e.g., flatbed scanning, wide format scanning, digital photography, planetary scanning and 35mm slide scanning). Currently “rush” jobs are unavailable, but should the service become a permanent one it will be considered if there is interest. The Reproduction Pricing and Reproduction Request Forms can be found at the DSD Web site at http://images.library.uiuc.edu. Feedback is appreciated and can be emailed to DSD at dsd@library.uiuc.edu.
